AB 1572

Non-Functional Turf Removal

California is making moves to eliminate water waste with introduction of state law AB 1572 to conserve limited natural resources and encourage sustainable landscaping. In 2023, Assembly Bill 1572 was passed to ban use of potable (drinking) water to irrigate non-functional turf on public, government and commercial properties including homeowner associations. The effort is part of the State Water Resources Control Board's adoption of the Make Conservation a California Way of Life regulation for water agencies to meet unique efficiency goals to reduce the need for emergency water during droughts. The regulation will prevent water overuse in areas where turf is ornamental (for appearance only) and the public cannot access turf for recreational purposes.

California’s Nonfunctional Turf Irrigation Law: What Property Owners Should Know

Starting January 1, 2027, California will phase in restrictions under AB 1572 on using potable (drinking) water to irrigate nonfunctional turf. This means mowed grass that is not used for recreation or community activities. The restrictions apply regardless of drought conditions.

When do the restrictions begin?

  • January 1, 2027: Certain state and local government properties

  • January 1, 2028: Commercial, industrial, and other institutional properties

  • January 1, 2029: HOA common areas and similar properties

  •

What counts as nonfunctional turf?

Examples include decorative grass along parking lots, sidewalks, signs, and buildings when the area is not used for recreation or community gatherings.

What can still be watered?

  • Functional turf, such as fields and lawns used for sports, recreation, or community activities

  • Trees and other landscaping; the restriction targets nonfunctional grass

  • Individual residential landscapes, which are generally outside this law’s scope

Planning ahead: Property owners and managers can identify affected turf now and evaluate landscape and irrigation changes before their compliance deadline.
